Santee MAP

In 2020, the City of Santee created the Microenterprise Assistance Program (MAP) Program to provide grants of up to $10,000 to eligible Santee based small businesses (microenterprises) to help them continue to survive losses due to the coronavirus pandemic.  Based on concerns from applicants, the MAP has been revised to not only provide funding assistance for past due rent, lease, mortgage and utilities, but to also provide funding for these expenses on a reimbursement basis as a means to cover documented revenue losses.   MAP funds may also be used to reimburse the purchase of equipment and supplies related to the implementation of COVID-19 safety measures pursuant to State and County Public Health guidelines
The City has partnered with the East County Economic Development Council (ECEDC) for the administration of this grant program so applications and associated documents will be completed on the ECEDC’s website.  MAP Applications will be accepted from 9:00 a.m. on March 22, 2021 through 5:00 p.m. on April 12, 2021. ELIGIBILITY REQUIREMENTS

  • Must be a for-profit business with five or fewer employee INCLUDING owner(s)

  • Must not have received other COVID-19 related federal aid for the same expenses

  • The business must be a brick-and-mortar physical establishment

  • Business must be located in the incorporated City of Santee

  • The business must be able to document losses caused by COVID-19 related closures and/or government issued health orders.

  • The owner’s income must not exceed HUD’s definition for “low” as adjusted for household size (Refer to chart below)

ELIGIBLE EXPENSES

Up to Four Months Of:

  • Rent, Mortgage, or Lease

  • Utilities (gas, electric, and water)

  • COVID-19 Related Safety Measures & Supplies

INELIGIBLE BUSINESSES

These types of businesses cannot apply for MAP funds:

  • Lending and Investment Institutions

  • Insurance Companies

  • Non-Profit Organizations

  • Businesses that have received other sources of funding for MAP eligible expenses may not be eligible if the receipt of MAP funding would result in a duplication of benefits

  • Home-Based Businesses

  • Chain Stores and Franchises

  • Businesses with services/products available only to those over 18 years of age

  • Businesses engaged in illegal activity per local, state or federal regulations

  • Businesses with more than 5 employees

DOCUMENTS REQUIRED

Documents which may be submitted with the MAP application include, but are not limited to:

  • Copy of Business License from City of Santee

  • Internal Revenue Service (IRS) Form W-9

  • Two most recent Business Quarterly Tax Returns filed

  • Bank statements between the eligible time period

  • Receipts for the purchase of COVID-19 related safety measures

  • Current balance sheet no older than 90 days

  • Copy of lease/rental agreement/mortgage for your commercial premises in Santee if you are seeking MAP funds for lease/rent/mortgage

  • Copy of utility bills for utilities for which you seek MAP assistance

  • Other documents that would substantiate the microenterprise’s need for financial assistance

WHAT IS DUPLICATION OF BENEFITS?

A duplication of benefits occurs when a person, household, business, or other entity received financial assistance from multiple sources for the same purpose, and the total assistance is more than the total need.
Example: If a grantee receives City of Santee MAP funds in the amount of $2,000 per month for April, May, June, and July and the business or business owners receives federal funds (SBA Disaster Loans, Pandemic Unemployment Assistance (PUA) and the Paycheck Protective Program (PPP) or funding from another source, for these same months, this is a duplication of benefits.
Each applicant will have to sign a self-certification that will not apply for or accept other federal, state, local or private loans or grants or other assistance for the same purposes for which City of Santee MAP funds will be used or in excess of total costs for that same purpose.

THE 2020-21 LOW INCOME (80%) LIMITS FOR SAN DIEGO COUNTY

The Owner(s) household income must fall below the income limits listed in the table. LMI Owners must provide documentation of their income such as the most recent tax returns, profit & loss reports detailing payments to owners, etc.
