Statement of Purpose
The California Advanced Supply Chain Analysis & Diversification Effort (CASCADE) is an initiative funded by the U.S. Department of Defense (DoD), Office of Economic Adjustment (OEA) to bolster California’s defense supply chain cybersecurity resilience, innovation capacity and diversification strategies, and to support the growth and sustainment of California’s Cybersecurity workforce through cybersecurity-related education curricula, training and apprenticeship programs. CASCADE is being led by the California Governor’s Office of Business and Economic Development (GO-Biz) and the California Governor’s Office of Planning and Research (OPR). The CASCADE program includes 15 funded projects in partnership with government, industry, community, and academic institutions. The San Diego East County Economic Development Council (ECEDC) is leading CASCADE Project 6 (Grant Agreement #OPR17105) and is responsible for creating and delivering 10 Supply Chain Resiliency Workshops throughout California. ECEDC is looking for a regional partner to assist with marketing and outreach for each workshop and to recruit Defense companies to attend each workshop.
The San Diego East County Economic Development Council (ECEDC) is a 501(c)6 business non-profit that works to cultivate a vibrant and sustainable economy in San Diego East County, accomplishing this mission through innovative projects, purpose-driven collaboration and assertive promotion. Since 1984, ECEDC has been at the forefront of promoting economic development, stimulation of investment in East County, and fostering partnership and cooperation among businesses and organizations throughout San Diego County. Over the decades, ECEDC has piloted innovative programs that it has extended throughout California and the U.S. ECEDC is the creator of the original Connectory.com Network, an online resource of industrial and technology company capabilities across all industries and at every level of the supply chain. The Connectory evolved as a response to the major cuts in Defense spending following the end of the Cold War and, in large part, owing to an OEA-funded survey of lower tier defense suppliers across the region. Through an ongoing OEA Grant for the San Diego region, ECEDC is implementing a complete technology refresh of the Connectory.com Network. During the workshops, ECEDC will present the new Connectory and demonstrate to Defense companies how this resource can foster supply chain resiliency.
Scope of Work
ECEDC is seeking a regional partner to market their Supply Chain Resiliency Workshops throughout the 10 Economic Regions of California. The regional partner will primarily be responsible for conducting outreach to eligible Defense companies in their region and recruiting them to attend the workshop. ECEDC will provide all Connectory workshop content to the regional partner, and the workshops will be combined with two other CASCADE partner technical assistance offerings. ECEDC will schedule the date, location, and agenda of each workshop. The regional partner will not be responsible for finding a venue for the workshops, as the California Community Colleges have already agreed to provide an on-campus venue for the workshops. In addition, the Community Colleges will donate refreshments through their Culinary and Catering Departments. The regional partner will solely be responsible for marketing the workshop in their region, recruiting Defense companies, tracking/monitoring registrations and pre-workshop reminders, and conducting appropriate follow-to attendees after the workshop. The following list provides the 10 regions the 10 workshops will be presented, as well as the estimated date of each workshop. Note: Not all workshop dates have been confirmed as designated by To be Determined (TBD) next to the location name. Please specifically identify the workshop or workshops to be marketed, by location, in the quote submitted to ECEDC.

Outcome and Performance Standards
The regional partner shall create a clear and concise Outreach and Communication Plan, and provide marketing materials that are both creative and professional. The goal is to have between 50-75 eligible Defense supply chain companies attend each workshop. The regional partner will be responsible for collecting exit surveys from the participants of the workshop. (ECEDC and partners will provide the survey.) Lastly, the regional partner shall create a Final Report that details lessons-learned from convening the workshop(s).

Terms of Contract
The contract will begin on March 1, 2018 and end in accordance with the delivery of the workshop and Final Report. The first workshop is scheduled to take place in San Diego in May 2018. Anticipated workshop schedule runs through May 2019 with the last workshop to be scheduled not later than April 2019.
Requirements for Proposal Preparation
A one-page response that includes an overview of subcontractor’s organization, prior experience with event marketing and attendance recruitment, identified workshop (or workshop) locations associated with the bid, established relationships with Defense companies in the region, and price. Quotation is a firm fixed price that should be for a modest amount of money, not to exceed $7,000. These resources are meant to augment the offeror’s in-place business outreach activities to the target audience in each region.
Evaluation and Award Process
Requirements for subcontract award to be based on overall best value.
Selection criteria will include:
- Current relationships and collaborative partnerships with companies in the Defense sector
- Outreach strategy to recruit 50-75 Defense companies that will attend workshop
- Past performance in event promotion
- Competitive Price
Terms of Payment
- Compliant with ECEDC grant agreement with OPR, payment made to ECEDC in accordance with, and within the time specified by, Government Code Chapter 4.5, Section 927
- ECEDC intends to issue regional partner a Professional Service Agreement (PSA) and Purchase Order
- Payment made to subcontractor 30 days following the end of the PSA (30 days after the Final Report submitted/accepted), although Chapter 4.5, Section 927 defines 45-net terms.
- Subcontractor may negotiate progress payments, not to exceed four (4) payments.
- Submit Quotation: No later than 5:00pm on February 16, 2018
- Quotation Selection: February 28, 2018 by 5:00pm

 ECEDC will not host a workshop in every region. Workshop locations are based on the concentration of Defense supply chain companies in each region, therefore, some regions (e.g., Los Angeles), will host multiple workshops while regions with sparse Defense company concentrations will be combined in multi-region workshops (e.g., Northern California combined with the Sacramento region).
 Eligibility Criteria: 1) Company physical location in California. 2) Some portion of company market share must be in the Defense/National Security/Military sector. 3) Company must have been adversely affected by changes or uncertainty in Defense Spending.
 Bidder may propose an alternative workshop location, but no additional CASCADE funds will be provided to cover venue fees. (Stipend funds may be applied to venue fees.) Should the bidder propose an alternative workshop location, the bidder will be responsible for finding a refreshment sponsor as CASCADE funds cannot be applied to food or beverage purchase.
